My telegram No.40.

I have come to following arrangement with Minister for Foreign Affairs.

(1) He has sent me a letter undertaking that river and british wharves will be patrolled and guarded respectively by Chinese police to prevent breaches of peace meaning that pickets will not be allowed to function on wharves or river. with con- currence of Senior Naval Officer I have replied that in view of this undertaking recent British naval activity in Canton harbour will cease temporarily but that liberty of action is reserved if undertaking is not carried out and boycott negotiations are not re- sumed within a reasonable time.

(2) I am to try to secure early reply to in- ternational enquiry proposal, I request therefore that I may row be authorised to give reply suggested in Hongkong telegram of September 2nd.

(3) On receipt of above Minister for Foreign Affairs undertakes to sive sa immediate reply to our

counter-proposal and industrial loan proposal.

Ir both these are unacceptable he promises to make immediately further practicable suggestions for resumption of boycott negotiations on other lines.

Addressed to Foreign Office No.41, repeated to Peking No.77, Commander-in-Chief Swatow and Hongkong.
